About Ciaran Doyle

Ciaran is a highly experienced investigator and senior decision maker. With over twelve years spent working within Fitness to Practise, Ciaran has conducted and overseen many complex and high-profile cases and presented hearings on behalf of regulators with objectivity and impartiality. While working within Fitness to Practise, Ciaran was cited by senior leadership and opposing counsel alike as being empathetic in his approach and able to quickly identify and build upon common ground.

Since becoming a consultant in 2019, Ciaran’s clients have included a university in Rome, whom he advised on patient safety legislation and regulatory landscapes within the G7, and an international insurance claims management company specialising in war hazard investigations under the US Defence Base Act, for which he oversaw European operations and investigations.

This work required Ciaran’s ability to make evidence-based and unbiased decisions on complex and ethically challenging matters, and these skills have contributed to Ciaran’s work on a range of investigatory, ethical and disciplinary committees for bodies in the UK and the EU. Ciaran currently sits as Chair of an Advisory Appointments Committee for a large NHS Trust, Deputy Chair of the Preliminary Proceedings Committee at CORU (Ireland) and a Lay Member of the Investigating Committee for CIMA.

He also sits on the Public Protection Committee at the British Association for Counselling and Psychotherapy and the Ethics Committee at the Association for Cognitive Analytic Therapy. In each of these appointments, Ciaran relies upon his ability to resolve disputes, effectively mediate, act in the public interest and get to the heart of challenging and complex issues.
